Every table of the electricity market monitoring report for May 2026, with the report's own titles and sources plus an explanation of each field. The month's figures: 3.787 GWh of system-wide demand, an average day-ahead price of 562,44 lei/MWh, and renewables at 67,4% of the energy delivered.

These tables reproduce an official Romanian document. The titles, sources and entity names in them are quoted from the ANRE report and stay in the language they were published in. The explanations, the navigation and the notes are ours, and they are translated.

What this chart means

May 2026 was the month of water and wind: hydro 37.46% + wind 18.09% + solar 11.06% = two-thirds clean energy in the output delivered by the monitored generators. Coal fell to 11.37%. “Stocare” (storage, 1.15%) is the new category — batteries that discharge in the evening what they charged at midday. The percentages come from the reports of generators with plants above 5 MW; prosumers' rooftops are not included here.

What this table means

The physical balance answers the question “how much energy came into and went out of the system this month”. The keys to reading it, row by row:

  • Energy generated / delivered (Pi > 5MW) — only generators with plants of more than 5 MW installed capacity. The difference between “produsă” (generated) and “livrată” (delivered) is the plants' own consumption.
  • Import/export exchanges — these also include energy that merely transits Romania, so they are larger than the “comercial” (commercial) imports/exports in the dedicated table.
  • SEN domestic consumption — the whole country's consumption, as reported by Transelectrica; it is the denominator against which the percentages in the rest of the report are expressed.
  • Supply regimes: competitive = a contract negotiated on the free market; SU (universal service) = a regulated tariff for households; UI (last resort) = automatic takeover when your supplier disappears.
  • CPT = technological own consumption, that is, the losses in the transmission and the distribution networks respectively.

Worth noting for May 2026: consumption fell slightly compared with April (−2.8%), while imports rose and exports fell — Romania was a net importer.

What this table means

This is the backbone table of the wholesale market: every component of the market, with the volume delivered, the weighted average price and the share of the country's consumption it represents. The markets, in brief:

  • Directly negotiated bilateral contracts — private seller–buyer agreements, outside the exchanges; “agregator” (aggregator) = several small generators selling as a single entity.
  • Centralised contract markets — long-term contracts auctioned on the exchange: PCCB-LE-flex (extended auction, flexible profile), PCCB-NC (continuous negotiation), PC-OTC (over-the-counter), PCE-ESRE-CV (renewable energy with green certificates), PMC-BRM / PCT-BRM (the mixed market and the forward market, respectively, of the Romanian Commodities Exchange).
  • PZU — the day-ahead market, a daily auction for each hour; the market's price reference. Since 2025 it has run in parallel at OPCOM and BRM.
  • PI — the intraday market: corrections on the delivery day, through continuous matching (IDCT) or auctions (IDA).
  • PE — the balancing market, where Transelectrica buys increases or decreases in generation in real time to keep the system in balance; “deficit” and “excedent” (surplus) are the prices paid for imbalances.

The percentages add up to more than 100% because the same energy is resold on several markets before delivery. In May 2026 directly negotiated contracts jumped to 53.2% of consumption, and the average PZU price rose to ~562 lei/MWh.

What this table means

“Comercial” (commercial) means participants' actual transactions — without the energy that merely transits Romania (that appears in the physical balance). Coupled PZU / coupled PI = the trades that happen automatically through the coupling of the European power exchanges (SDAC for the day ahead, SIDC for intraday): if energy is cheaper in Hungary, the flow runs to Romania by itself, without a dedicated contract.

Reading May 2026: imports (1,049 GWh at 628.55 lei/MWh) were more expensive than exports (783 GWh at 455.78 lei/MWh) — typical for Romania, which exports when sun/wind power is cheap and imports at the evening peaks, when all of south-east Europe is expensive.

What this table means

PZU = the day-ahead market, the daily auction that sets the hourly reference price of Romanian electricity. Quantity = GWh traded in the month in question; PIP = the average market clearing price (lei/MWh). The OPCOM table is an arithmetic average of hourly prices (CET hours); ANRE's note also gives the weighted average for May 2026: 565.05 lei/MWh, and 516.41 lei/MWh on the intraday market.

The history reads in three acts: 2022 — the crisis (a peak of 2,400 lei in August); 2023–2024 — normalisation (300–500 lei); 2025–2026 — the new equilibrium at around 500–600 lei, with BRM growing fast as the second spot exchange (from 5 GWh in Nov. 2024 to ~800–1,000 GWh/month in 2026).

What this table means

In May 2026, 143 directly negotiated bilateral contracts were reported (110 new + 33 addenda). The histogram shows which price bands they settled into: most of them (55.94%) between 501 and 750 lei/MWh — right in the zone of the market's average price. ANRE's note: many negotiated prices are “formula-based” (linked to PZU indices), so the band is estimated at the time of signing and is not the final invoiced price.

What this table means

When generation and consumption do not match in real time, the Transelectrica dispatcher “engages” balancing energy from qualified generators. The three types of control:

  • RRFa — the frequency restoration reserve with automatic activation (seconds); formerly “reglaj secundar” (secondary control);
  • RRFm — the same reserve, with manual activation (minutes); formerly “reglaj terțiar rapid” (fast tertiary control);
  • RI — the replacement reserve, activated for long-lasting imbalances; in May 2026 it was not used at all.

“Creștere” (increase) = the plants were paid to generate more; “reducere” (reduction) = to generate less. Only 2.19% of the month's consumption went through balancing — a system working normally.

What this table means

IGCC (International Grid Control Cooperation) is the European platform through which system operators “swap” their imbalances before activating their own costly reserves: if Romania has a surplus exactly when Austria has a deficit, the two offset each other. The first two columns = the contribution to upward regulation (Romania delivered), the last two = the contribution to downward regulation (Romania absorbed). “La prețuri <0” (at prices below zero) = hours when the price was negative — you pay to get rid of energy, typically at midday, with plenty of solar.

What this table means

What generators with plants above 5 MW bought and sold. Yes, generators buy too: they cover their delivery obligations when a turbine breaks down, buy cheaply from prosumers or even on the PZU for resale. ANRE's note: this also includes firms that are mainly suppliers but own at least one plant > 5 MW.

Total sales (5,384 GWh) are ~1.4× the country's consumption — the same energy is traded several times along the chain. The biggest item on the sales side: supply contracts to final customers (1,742 GWh), followed by the centralised markets (1,425 GWh), negotiated contracts (1,311 GWh) and the PZU (753 GWh).

Curiosities from May 2026: generators bought on “negociate” (negotiated contracts) even at negative prices (minimum −67.97 lei/MWh), while the PI reached a maximum of 1,430 lei — intraday volatility is the highest in the market. PCE-ESRE-CV certificates have an average price of only ~52 lei because ONLY the energy is sold there, separately from the green certificates.

These are the traders: 51 licence holders active only on the wholesale market (PAN), with no final customers at all. They buy cheap and sell dearer — across the border too: in May 2026 they brought in 177.5 GWh of imports and exported 273 GWh. Their economic role: arbitrage evens out prices between markets and countries; the risk: they concentrate exposure to volatility.

The traders' margin is plain to see: they imported at 670 lei on average and exported at 517 — but they bought on negotiated contracts at 453 and sold at 569. On the PI they even caught negative purchase prices (−59.77 lei/MWh): they were paid to take the energy.

What this table means

The “real” suppliers — the ones that bill consumers, under the competitive and universal service regimes. The table shows where they get the energy they sell us: in May 2026, mainly from the centralised contract markets (1,060 GWh — bought in advance, at a fixed price) and through negotiated contracts (950 GWh); the PZU (280 GWh) only fills the gaps. Worth noting: 207 GWh from prosumers — the energy from panels on people's homes, which officially enters the suppliers' portfolios.

This is the story of your bill: suppliers sold to households at 783 lei/MWh on average — while buying wholesale at ~506–564 lei. The difference covers the network tariffs included, the certificates, the profile risk (you consume in the evening, when power is expensive) and the margin. The “top-up” PZU cost them dearly: 744 lei on average, peaking at 992.

What this table means

UI = last resort: the safety net. When a supplier goes bankrupt or a customer is left without a contract, a designated supplier (FUI) takes them over automatically, so that their lights do not go out. For May 2026, the nominated FUI was PPC Energie S.A. (the rotation list is on ANRE's website). The small volumes (under 24 GWh) are a good sign: few customers end up in this situation. The FUI buys much of its energy on the PZU — which is why UI prices are higher than negotiated ones.

The UI regime in figures: customers taken over compulsorily pay ~787 lei/MWh (households) — more than the competitive average, because the FUI buys its energy at short notice, much of it on the PZU. The practical moral: if you have ended up under UI, sign a competitive contract as soon as you can.

What this table means

The 4 big distribution operators (DEER, Delgaz Grid, Distribuție Energie Oltenia, Rețele Electrice România) do not sell energy — but they have to buy the energy that is lost in their networks (CPT). 281 GWh in May 2026, roughly what a city like Timișoara consumes in a month. The cost of these purchases goes into the distribution tariff on everyone's bill.

What this table means

The equivalent of the table above, but for Transelectrica (OTS — the transmission system operator): 65 GWh bought in May for the losses in the high-voltage lines. The transmission network loses much less than distribution (65 vs. 281 GWh) because high voltage means low currents and low Joule losses — which is why energy travels across the country at 400 kV, not at 230 V.

Their strategies differ visibly — Rețele Electrice România (formerly Enel) relies heavily on the PZU (37.31 GWh) and PC-OTC, Transelectrica on negotiated contracts, and Delgaz on a small, balanced mix. All 280 participants that actually traded on the wholesale market in May 2026 (within the meaning of art. 7 of the Monitoring Methodology, ANRE Order no. 18/2023) — generators, suppliers, traders, network operators, large industrial consumers and foreign firms with the right to participate. Plus the two market operators: OPCOM (the historic exchange) and BRM (the Romanian Commodities Exchange). Search the list for any name — from the giants (Hidroelectrica, OMV Petrom) to town halls and factories that buy their own electricity.

The generation pie, cumulative since the start of the year: who actually delivered Romania's energy. The top three companies — the state's water, atom and hydrocarbons — account for 60% of the total. The rest is shared between a few mid-sized players and a long tail of 149 generators (mostly solar and wind farms) that individually do not reach 0.5%.

The younger PZU, at BRM, is somewhat more concentrated on the selling side than OPCOM's (HHI ~1,090 vs. 573) — normal for a market launched in November 2024 and still growing (766 GWh traded in May).

The sensitive spot of the whole market: upward RRFm has an HHI of 6,105 — extremely concentrated. A single balancing provider covers 77.62% of upward manual regulation (usually Hidroelectrica, the only one that can bring hundreds of MW online instantly). In practice, when the system urgently needs power, it depends on one player — hence deficit prices that can explode. No auctions were held for RI (the empty cells, as in the report).

What is sold here is not energy but availability: plants are paid (in h*MW) simply to stand ready to step in. It is the “insurance” that Transelectrica buys every month through auctions. RRFm — 2× more reserve contracted than RRFa, and more concentrated (HHI 2,196). No auctions were held for the replacement reserve (RI) in May.

A special case: 27 licence holders that do not sell “on the market” but only to consumers physically connected to their own installations — or that only consume their own generation. Typically: chemical works, municipal CHP plants, sawmills with cogeneration, and Nuclearelectrica for the Cernavodă site's own consumption.

What this table means

How many firms and institutions have an electricity contract, by consumption band. The pyramid is steep: 234,000 small consumers (IA) and only 25 giants in IG — yet, as the consumption table below shows, those 25 consume more than all 234,000 put together. Only ~2% of non-household customers are under the UI regime (empty cells = zero in the report; in IE–IG nobody is under UI — large firms cannot afford to be left without a contract).

8.8 million households, the full X-ray. 72% have negotiated a competitive contract; 2.4 million are still on universal service (SU) — the regulated tariff, usually more expensive than the good offers on the market. Here you can see the pyramid turned upside down — the 25 IG customers consumed 630 GWh, 4.6× more than the 234,051 small firms in IA (136 GWh). Romania's energy-intensive economy (metallurgy, chemicals, cement) hangs on a few dozen contracts.

What this table means

The most telling pair of percentages in the whole report: households are 96.69% of customers, but only 27.59% of consumption. Conversely, firms — 3.31% of contracts, 72.41% of the energy. That is why price-cap policies for households cost relatively little, while the industrial price decides how competitive the economy is. The year's pattern shows: households generally consume less than last year (efficiency, prices), while firms consumed more in autumn and winter — a sign of economic activity, not of waste.

What this table means

The average invoiced price (weighted average across contracts), with energy purchase + the grid injection tariff + the regulated network tariffs — but without green certificates, cogeneration, excise duty or VAT. Two clear lessons: (1) the more you consume, the less you pay per MWh — from 1,058 lei (IA) to 607 lei (IG); volume negotiates. (2) The UI regime is consistently the most expensive — around 1,100 lei whatever the band.

What this table means

Households pay 1,103 lei/MWh on average (≈1.10 lei/kWh before the final taxes) — ~42% more than the average for firms, because a flat means high fixed costs per kWh delivered. The difference worth underlining on the bill: universal service (1,222 lei) vs. competitive (1,071 lei) — anyone who has not left SU pays ~14% more for the same energy. Since July 2025 these are the prices actually invoiced, not the theoretical contract prices.

What this chart means

Who actually sells you your energy, across the whole retail market (competitive + universal service + last resort). The surprise for many: the leader is not a “classic supplier” but Hidroelectrica — the generator that also sells directly to consumers. Next come the four big incumbents (PPC, Electrica, E.ON, Engie), then the wave of independent suppliers.

What this chart means

The same suppliers, measured differently: not by how much energy they sell, but by how many contracts they have. Here the order is reversed — Electrica and PPC dominate because they inherited the millions of households of the former regional state utilities, even though Hidroelectrica has overtaken them in energy terms. In practice: the top 5 suppliers hold ~97% of Romania's customers.

What this chart means

The household market, on its own: five companies share 96.8% of the energy sold to homes. It is the segment with the least competition in the whole report — and the reason it is worth comparing offers at least once a year.

What this chart means

The business market is far more fragmented than the household one: the leader takes only 18%, and 20 suppliers have over 1% each. Firms negotiate, switch every year, run their own tenders — exactly the behaviour that keeps prices in check. Alro appears here in its own right: the industrial complex buys its energy itself on the wholesale market, as a competitive supplier of its own consumption.

What this table means

The three standard competition indicators:

  • C1 — the market share of the largest player (%);
  • C3 — the combined share of the top three (%);
  • HHI — the Herfindahl-Hirschman index: the sum of the squares of all the shares. Below 1,000 = an unconcentrated market; 1,000–2,000 = moderately concentrated; above 2,000 = concentrated. Squaring makes a player with 30% count 9× more than one with 10%.

Overall, non-household retail is healthy (HHI 683, 97 suppliers). But in the extreme bands it narrows: very small firms (IA — HHI 2,038) have practically the same 2–3 large suppliers, and in IF (HHI 2,921, 13 suppliers) a single player takes 51% of the market. The most competitive segment: medium-sized factories (ID — HHI 553, the best-negotiated price).

What this table means

The three standard competition indicators:

The contrast with the previous table says it all: for households the market is concentrated (HHI 2,139, only 28 active suppliers, the top 3 hold 75%). The more a home consumes, the less competition there is (DE: HHI 3,266). ANRE points out that each supplier is counted separately, without affiliated groups — the real concentration by group is even higher.

What this table means

The same calculation as “Total PAM” (the whole retail market), but excluding customers under the UI regime — what remains is the purely negotiated market. Figures almost identical to the Total PAM table confirm that UI is marginal among non-household customers (0.47% of consumption). The table is in the report precisely as proof of this check.

What this table means

The competitive household component, separated from SU and UI. Even here competition cannot breathe: HHI 2,168 overall and 3,692 for large homes (DE) — where C1 is 56%: a single supplier holds the majority of the segment. It is the argument used to justify keeping universal service as a safety net.
