La un an și jumătate după ordinul ministerial care fixa modelul concurențial — cu termene de 60 și 180 de zile scrise în text — regulile primei licitații offshore portugheze tot nu au fost publicate. Zonele sunt alese: Viana do Castelo cu două loturi, Leixões și Figueira da Foz, pentru ținta de 2 GW în 2030. APREN avertizează că investitorii încep să plece; WWF numără anii pierduți.
