Operatorii europeni de transport au recomandat, în raportul Bidding Zone Review, împărțirea zonei comune de preț Germania–Luxemburg în cinci zone cu prețuri diferite. ACER estimează câștiguri de eficiență de 450–540 de milioane de euro pe an; industria și sudul se opun vehement, nordul cere „o ordine nouă”. Decizia a redevenit, în toamna lui 2026, un conflict politic deschis.
