Publicat pe 11 septembrie, raportul constată costuri aproape dublate față de estimarea inițială, o etapă de proiectare încheiată cu 20 de luni întârziere și o tranzacție cu terenul în care partenerul privat a vândut companiei de proiect situl cumpărat cu 5,39 milioane de euro pentru 24,34 milioane plus refacturări.
