Bulgaria are, pe hârtie, între 26 și 114 gigawați de potențial eolian marin — evaluările Băncii Mondiale, respectiv ale Centrului pentru Studiul Democrației — și, tot pe hârtie, o lege a energiei din spațiile marine trecută de prima lectură cu 112 voturi. În realitate are zero turbine pe mare, niciun parc nou pe uscat de peste un deceniu și un raport de mediu proaspăt care propune zone-tampon atât de largi încât riscă să alunge exact investitorii pe care legea voia să-i cheme.
